PJM filed at FERC revisions to its operating agreement to reflect the permanent termination of several entities as PJM Members in accordance with Operating Agreement, sections 15.1.6(c) and 4.1(c), due to what PJM said were various defaults

The entities for which PJM filed revisions to the Operating Agreement to reflect the permanent termination of such entities were:

1. Energy Consulting Services, LLC

2. Links EP LLC

3. Abest Power & Gas, LLC

4. Achieving Equilibrium LLC

5. R.R. Donnelly & Sons Company

6. Rock Island Clean Line LLC

7. Beacon Power, LLC

8. Microsoft Corporation

In its filing, PJM alleged, "PJM’s determination to seek the permanent termination of Abest Power & Gas, LLC ('Abest') as a PJM Member is the result of Abest‘s defaults and the corresponding default notifications issued to Abest for failing to make timely payments when due at least twice to PJM during a 12 month period. In particular, Abest was declared in payment default on: 1)September 18, 2018, for failing to pay its July 18, 2018 - August 31, 2018 activity invoice in the amount of $2,606.00 when due and payable on September 14, 2018; and 2) November 20, 2018, for failing to pay its October 2018 monthly invoice in the amount of $708.00 when due and payable on November 16, 2018."

PJM stated, "Accordingly, Abest’s rights to conduct market transactions in PJM were indefinitely suspended in accordance with the applicable provisions of the Operating Agreement and PJM now terminates Abest’s PJM membership pursuant to Operating Agreement, sections 15.1.6(c) and 4.1(c). Termination of Abest’s membership does not relieve Abest of any obligation incurred or assessed by PJM prior to the termination date."
