Texas Staff Outline Legal, Policy Issues On TDU Use, Ownership of Storage; Suggest Next Steps

Staff of the Texas PUC filed a memo outlining legal arguments and policy issues for Commission consideration concerning TDU use and/or ownership of storage

Staff did not offer any policy recommendations

As to next steps, Staff noted that in the 2019 Scope of Competition in Electric Markets, the Commission noted that further legislative direction regarding the ownership and operation of energy storage devices by TDUs may be appropriate. For that reason, the Commission might elect to pause the instant project, Staff noted. In the alternative, Commission Staff is prepared to move forward and recommends that a workshop be held to further develop issues discussed in the comments, Staff said
