Rico de los Reyes submitted to the Public Utility Commission of Texas, self-styled as a "formal complaint", a letter setting forth various allegations against Luis Cantu, who de los Reyes described as one of the investors of retail electric provider G B POWER, LLC, reflecting an apparent dispute over the company's ownership/organization.
