Final Connecticut Interim Decision Finds Millstone At Risk, Does Not Address Any Potential PPAs

The Connecticut PURA issued a final Interim Decision finding that Dominion Energy Nuclear Connecticut’s Millstone Units 2 and 3 located in Waterford, Connecticut (Millstone Power Station or Millstone) to be an existing resource at risk of retirement for purposes of evaluation in the Department of Energy and Environmental Protection’s (DEEP) Notice of Request For Proposals From Private Developers For Zero Carbon Energy dated July 31, 2018 (Zero Carbon RFP).
The Interim Decision does not reach the issue of whether a power purchase agreement (PPA) with Millstone should be selected by DEEP or approved, as that issue is not before PURA at this time, but addresses solely the basis on which such a PPA bid may be evaluated in the Zero Carbon RFP.
The Interim Decision also does not address cost recovery of any resulting PPA
